CHRIS HOOFNAGLE is the author of Protecting the Fundamental Student Right to Privacy (Campus Privacy Review, forthcoming 2004) and the journal article "Matters of Public Concern and the Public University Professor" (Notre Dame Journal of College and University Law).  He has testified before Congress on privacy and Social Security Numbers, identity theft, and the Fair Credit Reporting Act, and before the Judicial Conference of the U.S. on public records and privacy.  Some of his recent work has focused on the Attorney General's Guidelines, law enforcement and intelligence access to personal information, and the privacy implications of emerging technologies.  Chris is a graduate of the University of Georgia School of Law and in 1999 served as a Law Fellow for the American Association of University Professors.
